How not to measure a photo frame or a picture frame: Mistake no: 1

The illustration below shows how not to measure (in this case, the width) a photo frame or a picture frame. It should not be done as shown below, that is, across whole width, or from outside to outside. This is the most common mistake made. You cannot correctly or safely measure and cite measurements in this manner. If you do this, you could be  buying, or ordering, the wrong size photo, art, print or frame.

How to correctly measure a photo frame or a picture frame: The only way

The illustration below shows how to correctly measure (in this case, the width) a photo frame or a picture frame, from the back, across its inside, from inner edge to inner edge. This is the only way to safely measure and cite measurements in this manner. Do not forget to measure both ways, that is, the width -and- the height.

A word on getting the specific, picture frame or photo frame size, that you want

Once you know correct size photo frame or picture frame that you want, there are two ways of getting it. The first is to buy a Ready-Made frame, or Off-The-Shelf, frame. The second is to order a Custom-Made frame. A discussion of the advantages and disadvantages of both is not the scope and purpose here, however it boils down to this: the Ready-Made frames are cheaper, because these are mass-produced whereas the Custom-Made ones are dearer because made one at a time.
